The scale of their villainy will depend on whether they're speaking Smarmy-Upper-Class-Jeremy-Irons-Disney-British (making them evil masterminds) or Gutteral-Pseudo-Cockney-Stone-Th'-Bleedin'-Crows-Disney-British (in which case they're just dimwitted sidekicks of the type frequently employed to kidnap dogs).
